Core Job Responsibilities
Ensure a safe work environment for all project employees, sub-contractors, and visitors.
Perform routine line walkdowns to verify isolation points, and audit lockout/tagout (LOTO) applications for proper energy isolation, and lock accountability before work is authorized to begin.
Provide consistent HSE coverage across both active field construction sites and shop/fabrication operations, applying the same safety standards in each environment.
Serve as a certified OSHA Outreach Trainer, delivering OSHA 10-Hour and OSHA 30-Hour Construction courses to craft and supervisory personnel and maintaining outreach training records per OSHA Training Institute (OTI) requirements.
Provide HSE support and direction to all site personnel.
Participate and assist in the investigation of incidents to determine cause.
Establish what is required to eliminate any possible reoccurrence of an incident in the future.
Ensure safety obligations with clients are carried out per the clients’ terms and communicated to Site Supervision.
Routinely monitor the workforce for unsafe behaviors and coach employees on the correct behaviors when observed.
Ensure that the necessary HSE material is onsite (i.e. TIP cards, JSA, the applicable OH&S legislation and regulations, site safety inspection forms, etc.)
Ensure that audits and inspections are performed per the inspection schedule.
Communicate any significant issues or concerns with the HSE Manager for direction.
Submit weekly reports over site safety performance indicators.
Acts as a champion for special HSE programs such as BBS Observations (T.I.P), Extra Hazardous Work, etc.
Manage client expectations and negotiate toward successful and positive results when issues arise.
Facilitate ongoing communications with the client and ensure responsiveness to issues/requests.
Provide direction and support to ensure compliance with company-established policies and procedures, as well as those outlined by clients.
Indirectly supervise the work and safety practices of various craftsmen in an industrial setting.
Determine training needs of craft personnel and assist them in obtaining that training.
Monitor crew fatigue.
Work within company policy as outlined in the H+M Employee Handbook as well as the H+M Safety Manual and OSHA Safety rules.
Essential Qualifications
Certified OSHA outreach traininer (OSHA 510/500)
A minimum of five (5) years’ experience in petrochemical construction safety OR three (3) years with Bachelors in Occupational Safety and Health or a related field.
CHST, OHST or similar certs highly preferred.
Must possess or have the ability to obtain a Transportation Workers Identification Credential Card, also known as a T.W.I.C Card.
An intermediate to advanced understanding of Construction Safety Standards (e.g. Excavations, Scaffolding, Steel Erection, Incident Investigation & Case management, Working at heights, etc.)
Ability to read P&IDs
CPR/First Aid, Emergency Medical Technician (EMT) certification and/or OSHA instructor certifications are preferred
An associate degree or Bachelors in Occupational Safety and Health or related field is preferred.
Bi-lingual in English and Spanish preferred.
Proficient in Microsoft Word, Excel, PowerPoint, and Outlook
